深化中國與阿塞拜疆在應對氣候變化和綠色發(fā)展領(lǐng)域的合作

Deepening China-Azerbaijan Cooperation in Addressing Climate Change and Green Development

2024年6月17日，阿塞拜疆國家科學(xué)院院長(cháng)伊薩·加比別伊里（Isa Habibbayli）院士一行訪(fǎng)問(wèn)中國生物多樣性保護與綠色發(fā)展基金會(huì )（簡(jiǎn)稱(chēng)“中國綠發(fā)會(huì )”、“綠會(huì )”），就氣候變化應對、科技交流和綠色發(fā)展合作展開(kāi)了深入討論。雙方就積極參與全球氣候治理等議題簽署了戰略合作協(xié)議。

On June 17, 2024, Isa Habibbayli, President of Azerbaijan National Academy of Sciences (ANAS), and his delegation visited China Biodiversity Conservation and Green Development Foundation (CBCGDF) The visit was in preparation for the 29th United Nations Climate Change Conference (COP29) to be held in Baku City in November 2024 and aimed to deepen the cooperation between China and Azerbaijan in the fields of climate change, scientific and technological exchanges and green development. Both sides signed a strategic cooperation agreement on the topic of active participation in global climate governance.

此次訪(fǎng)問(wèn)是為迎接2024年11月在巴庫市舉行的第二十九屆聯(lián)合國氣候變化大會(huì )（COP29）并旨在深化中阿兩國在應對氣候變化、科技交流和綠色發(fā)展領(lǐng)域的合作。

The visit is in preparation for the 29th United Nations Climate Change Conference (COP29) to be held in Baku in November 2024 and aims to deepen China-Azerbaijan cooperation in the field of climate change, scientific and technological exchanges and green development.

周晉峰博士主持了此次會(huì )議，他熱烈歡迎阿塞拜疆國家科學(xué)院院長(cháng)伊薩·加比別伊里（Isa Akber oglu Habibbayli），北京外國語(yǔ)大學(xué)亞洲學(xué)院阿塞拜疆語(yǔ)教研室主任阿格申?阿利耶夫（Agshin Aliyev），阿塞拜疆國家科學(xué)院主席團新聞與信息部主任阿賈侯賽因·舒庫羅夫（Aghahuseyn Shukurov），阿塞拜疆駐華大使館第一秘書(shū)阿納爾?熙達亞托夫（Anar Hidayatov），以及阿塞拜疆國家新聞社駐華記者沙金?賈法洛夫（Shahin Jafarov）一行的到訪(fǎng)。中國科學(xué)院空天信息創(chuàng )新研究院研究員及博士生導師黃文江、中石化碳產(chǎn)業(yè)科技股份有限公司副總經(jīng)理陳文鋼和中石化碳產(chǎn)業(yè)科技股份有限公司碳資產(chǎn)運營(yíng)部總經(jīng)理蔣峰等嘉賓應邀參加此次會(huì )議并作主旨分享。會(huì )議由綠會(huì )國際部主辦。

Dr. Zhou Jinfeng chaired the meeting and warmly welcomed Isa Habibbayli, President of the Azerbaijan National Academy of Sciences (ANAS); Agshin Aliyev, Head of the Department of Azerbaijani Language at Beijing Foreign Studies University School of Asian Studies; Aghahuseyn Shukurov, Chief of the Department of Public Relations, Press and Information at ANAS, Anar Hidayatov the first s secretary from Embassy of the Republic of Azerbaijan in China; and Shahin Jafarov, China correspondent of the Azerbaijan State News Agency. Huang Wenjiang, Researcher and Doctoral Supervisor of the Aerospace Information Research Institute, Chinese Academy of Sciences, Chen Wengang, Deputy General Manager of Sinopec Carbon Industry Technology Co., Ltd, and Jiang Feng, General Manager of Carbon Asset Operation Department, Sinopec Carbon Industry Technology Co., Ltd, were invited to attend and delivered keynote speeches during the conference. The conference was organized by the International Department of CBCGDF.

周晉峰博士介紹了中國生物多樣性保護與綠色發(fā)展基金會(huì )長(cháng)期以來(lái)在推動(dòng)碳平等、有關(guān)碳中和以及社區保護地在氣候變化方面所做出的努力。并介紹了來(lái)自中國的企業(yè)代表和科學(xué)研究院所代表，希望通過(guò)這次交流，能夠促進(jìn)雙方更加深入的合作。

Dr. Zhou Jinfeng introduced CBCGDF's long-term efforts in promoting carbon equality, carbon neutrality, and community conservation sites to cope with climate change. He also introduced the representatives of enterprises and scientific research institutes from China and hoped this exchange would promote more in-depth cooperation between the China and Azerbaijan.

伊薩·加比別伊里院士代表阿塞拜疆科學(xué)院感謝綠會(huì )的接待，他回顧了與周晉峰博士在阿塞拜疆巴庫的會(huì )晤，并介紹了阿塞拜疆恢復獨立以來(lái)兩國在石油、天然氣、電子和煤氣等領(lǐng)域的廣泛合作。同時(shí)，他強調了學(xué)術(shù)和文化交流不斷發(fā)展的重要性，并表示希望通過(guò)此次合作，能夠學(xué)習中國在綠色發(fā)展方面的經(jīng)驗，共同舉辦更多相關(guān)活動(dòng)。

On behalf of the Azerbaijan National Academy of Sciences, Isa Habibbayli thanked CBCGDF for the reception, recalled the meeting with Dr. Zhou Jinfeng in Baku, Azerbaijan, and introduced the extensive cooperation between the two countries in the fields of oil, natural gas, electronics, and gas. At the same time, he emphasized the importance of continuous academic and cultural exchanges and expressed the hope that through this collaboration, they could learn from China's experience in green development and jointly host more related events.

他特別提到，阿塞拜疆在石油生態(tài)方面的研究和保護環(huán)境是綠色發(fā)展的重要目標之一，并希望未來(lái)能通過(guò)雙方的合作，對兩國的教育和科研事業(yè)都作出更大貢獻。

He mentioned that Azerbaijan's research in oil ecology and environmental protection is a key goal of green development. He hopes that future cooperation will make significant contributions to the educational and scientific research endeavors of both countries.

隨后雙方簽署了戰略合作協(xié)議，標志著(zhù)雙方將在綠色經(jīng)濟、綠色發(fā)展領(lǐng)域在《聯(lián)合國氣候變化框架公約》第二十九次締約方大會(huì )（UNFCCC COP29）等全球環(huán)境治理平臺上攜手合作，共同助力可持續發(fā)展目標（SDGs）。

Both parties signed a strategic cooperation agreement, marking their collaboration in green economy and development fields at global environmental governance platforms such as the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP29), jointly supporting the Sustainable Development Goals (SDGs).

會(huì )議最后，來(lái)自人民日報海外版的記者對伊薩·加比別伊里院士進(jìn)行有關(guān)如何看待科技對氣候變化的作用的采訪(fǎng)問(wèn)題。伊薩·加比別伊里院士首先回答道，氣候變化是全球性問(wèn)題，需要各國學(xué)者聯(lián)合研究、共同應對，包括沙漠化和生物多樣性保護等挑戰。通過(guò)積極的國際合作，學(xué)者們的研究可以對環(huán)境保護產(chǎn)生重大影響。

At the end of the meeting, a reporter from the Overseas Edition of the People's Daily interviewed Issa Habibbayli regarding his views on the role of technology in addressing climate change. Habibbayli responded by stating that climate change is a global issue that requires joint research and cooperation among scholars from various countries to tackle challenges such as desertification and biodiversity protection. Through active international collaboration, researchers can make significant impacts on environmental protection.
